Can a mortgage company charge you for another appraisal without your approval first?

Is it legal for a mortgage company to make the consumer pay for 2 appraisal if they are less then 4 months apart? Can they charge the customer with out notice or permission to use their money for the additional appraisal? That is what United Pacific has just done to me. What is my recourse?
